When our toolset is missing Microsoft .NET Extension Package, it cannot compile NetStandard assembly refs because it complains on missing NetStandard DLL. This Nuget allows to add it as a simple DLL reference to fix the compilation. See https://www.nuget.org/packages/NETStandard.Library/ for info on the full nuget.
